DAAD Helmut-Schmidt Masters Scholarship Programme

The DAAD Helmut-Schmidt Masters Scholarship Programme is developed to also equip future leaders in politics, law, economics, and administration according to the principles of good governance and to equip them with a praxis-oriented course for their professional life.

Very good graduates with a first university degree get the chance to receive a master’s degree in disciplines that are of particular applicability to the social, political, and economic expansion of their home country.

The understanding and knowledge attained in Germany should allow the scholarship holders to later donate to the establishment of democratically oriented economic and social systems desired at crushing social differences.

In accumulation, the training at German organizations of higher education should allow the scholarship holders to become members of the political and economic cooperation with Germany.

The German Academic Exchange Service, or DAAD (Deutscher Akademischer Austauschdienst), originated in 1925 and is the largest German support organization in the field of international academic cooperation.

The DAAD headquarters are in Bonn and 15 international regional branch offices exist to provide information and advice on study and research opportunities, as well as available grants, tailored to students and academics within their region.

The DAAD New York office aids residents of the United States and Canada who are enrolled or employed at American and Canadian higher education institutions and would like to study or pursue research in Germany. From the perspective of this side of the exchange, the DAAD’s mission is to facilitate American and Canadian students’ access to the distinguished German institutions of higher education and research—from research universities (Universitäten) to universities of applied sciences (Fachhochschule), colleges of music and art, libraries and archives, and research institutions such as the Max Planck Institutes.

The DAAD scholarship grants administered by the DAAD abroad are available to students of all academic disciplines and at each academic degree level, including undergraduates, graduating undergraduates, recent graduates with a BA, master’s degree students, doctoral students, and Ph.D. candidates, and postdoctoral scholars, and faculty.

The DAAD worldwide network also comprises around 50 information centers and around 450 DAAD lecturer positions.


DAAD scholarship holders are excused from paying tuition fees, in complement to the following other uses;

  • Scholarships (of presently € 931 per month) for master’s courses at German higher education institutions.
  • Health insurance is covered in Germany.
  • Reasonable travel assistance for travel between Germany and the respective originating countries.
  • A study and research budget.
  • Rent subsidies and family supplements, as applicable.
  • Initial German language course in Germany, lasting up to 6 months. Participation is mandatory.

Eligibility for the DAAD Helmut-Schmidt Masters Scholarship Programme

  • The scholarship project is open to graduates in the area of social sciences, political sciences, law, economics, and public administration from Africa, Latin America, South Asia, and Southeast Asia, from countries in the Middle East as well as from Ukraine.
  • The program is open to very well-qualified graduates with a first university degree (bachelor’s or equal) who want to vigorously donate to the social and economic growth of their home countries.
  • The scholarships are presented both for young graduates without professional experience and for mid-career professionals.

Selection Criteria: The major DAAD standards for selection are the following:

  • The study results so far
  • Knowledge of English (and German)
  • Political and social engagement
  • A convincing description of the subject-related and
  • Personal motivation for the study project in Germany and the desired use when producing in the home country.
  • The most outstanding university degree should have been received during the six years before the application for the scholarship.
  • Applicants cannot be assessed if they have remained in Germany for more than 15 months at the time of application.

All master´s courses have added additional conditions that must be fulfilled by the applicants in any case.

How to Apply for the DAAD Helmut-Schmidt Masters Scholarship Programme

All applications must be presented in English or German. Please refer to the call for applications for exact application instructions. When applying for a placement, kindly indicate clearly that you are applying for the DAAD Helmut-Schmidt Programme (Master’s scholarships in Public Policy and Good Governance). You may apply for up to two courses of study from the list below.

  1. Kindly complete the DAAD application form ‘Application for a research/study scholarship’ (see Attachment 2) only once and tell your chosen master’s course or courses, in the latter case clearly showing your first and second preference.
  2. If you are applying for two master’s courses: Kindly submit a single application for both master’s courses and only one letter of encouragement. In this letter, you should describe in detail, why you chose the separate master’s courses as well as your reasons for prioritizing.
  3. Kindly present the application form to the master’s courses of your choice (no more than two), along with the needed documents (see below). Scholarship applications are only received through master’s courses.

The application deadline for this scholarship is July 31, 2022.
